“有为政府”能否促进区域创新效率的提高？

——基于省级面板数据的分析

摘要：在经济转型时期，“有为政府”具有支持区域创新发展的动机和能力。本文应用DEA-Tobit模型，分析“有为政府”对区域创新效率的直接和间接影响。实证结果表明，有为政府的支持能够直接促进区域创新效率的提高，并且能够通过影响创业水平和劳动力素质等因素间接对区域创新效率产生积极影响。与此同时，地区经济发展水平、对外开放程度和固定资产投资等其他经济因素对区域创新效率的影响也十分显著，其中经济发展水平和对外开放程度起到了促进作用，而固定资产投资则抑制了区域创新效率的提高。基于此研究结果，本文提出了相应政策性建议。

Can proactive government promote the regional innovation efficiency?

—— based on the provincial panel data analysis

Abstract：In China's economic transition period, the proactive government always has the motivation and ability to support the development of the regional innovation. Applying DEA - Tobit model , this article analyzes the direct and indirect effects ofgovernment on regional innovation efficiency. The empirical results show that the Support of the proactive government can promote regional innovation efficiency directly and also can indirectly promote the regional innovation efficiencythrough influencing the level of entrepreneurship and the quality of the labor force. At the same time, regional economic development level, degree of opening to the outside world and investment in fixed assets have significant impact on regional innovation efficiency too. Among of them, regional economic development level and degree of opening to the outside world have played a promoting role, however investment in fixed assets inhibits the developing of regional innovation efficiency. Based on the results, this article puts forward the relative policy Suggestions.
